Every noncreature spell with blue in its cost makes 1/1 Merfolk tokens equal to the blue symbols in that cost, so a spell with {U}{U} makes two. Namor is a flyer whose power equals your Merfolk count, and the tokens count, so casting spells both widens the board and grows the commander. The deck runs counterspells, card draw and cheap blue artifacts or enchantments to keep the tokens coming.
In the recorded games, Kindred Discovery turned the token stream into a card engine, and Lord of Atlantis made the whole team harder to block. Roaming Throne naming Merfolk doubled the tribal triggers. The deck won by attacking with a wide board and a huge flying Namor, while holding up counterspells to protect key turns. Board wipes and blockers that outsize 1/1s were the main problems. Expect a slow start of spells and tokens, then attacks from the midgame on.
