Francisco is a 0/1 flier for two that can't block. Whenever one or more Pirates you control deal damage to a player, he explores. Reveal the top card, and if it's a land it goes to your hand. Otherwise Francisco gets a +1/+1 counter and you may put the card in your graveyard. He's a Pirate himself, so he triggers on his own hits. With partner, he becomes the black half of a cheap pair, either with pirate partners like Malcolm or in fast combo shells.
In the recorded games, Francisco played two roles. Pirate builds with Malcolm, Keen-Eyed Navigator stacked treasures and counters on fliers and chipped away at life totals. More often he was a cheap cEDH commander next to Yoshimaru or a blue partner, running Necropotence, Ad Nauseam, Demonic Consultation and fast mana like Mox Amber and Paradise Mantle. Walking Ballista showed up regularly as a finisher, protected by free counterspells. The weak point was mana. Hands without early black sources delayed Francisco, and the Ad Nauseam lists stalled when they couldn't get to the combo turn.
