Eluge's power and toughness equal the number of Islands you control. When it enters or attacks, it puts a flood counter on a target land, which makes that land an Island too. Your first instant or sorcery each turn costs {U} less for each flooded land. In a mono-blue deck Eluge is a big body from the start, and every attack makes the next counterspell, theft spell or extra turn cheaper.
In the recorded games, the deck mostly played as control. Discounted counterspells let it hold up several answers in one turn and protect Eluge, and extra turn spells stretched out its attacks. Back to Basics was a strong play that choked opponents' mana until Seal of Primordium removed it, though Eluge was already ahead by then. Thunderclap Drake showed up as an extra threat. With only a dozen games recorded, the picture is limited, but the deck depends on Eluge staying on the board to keep its discount growing.
