Elmar has haste and triggers whenever you cast your second spell each turn. The trigger untaps target creature, then investigates, giving you a Clue you can crack for {2} to draw a card. Untapping a mana creature or a creature with a tap ability means the second spell can pay for part of itself, and attacking with a vigilance-free creature before casting lets it block later. Since he has Friends forever, he usually sits next to another partner and adds a steady stream of Clues to that deck.

In the recorded games, Elmar showed up as part of green ramp lists that wanted to play a lot of cheap spells, put lands down fast and turn the extra mana into large threats. The goal was to fill the hand with cards early and then spend them in big turns. Only eight games were recorded, so the picture is limited, but the deck mostly played a midrange game, grinding with ramp and card draw rather than racing. It needs two spells every turn to do anything, which makes it slow when the hand runs dry.
