Cecily raises your maximum hand size to eleven. Whenever she attacks, you draw a card and lose 1 life. Then if you have eleven or more cards in hand, you may cast an instant or sorcery from your hand without paying its mana cost. The deck draws aggressively to get near eleven cards, keeps the board under control so Cecily can attack safely, and saves a big spell for the free cast. She has Friends forever, so she can be paired with a second commander.
In the recorded games, Cecily usually played as a control deck with removal, counterspells and card draw, grinding until it could set up a win. Some lists leaned on graveyard recursion to rebuild after trades, and one aimed for extra turns with Time Sieve. The deck plays very differently depending on the partner it's paired with. The free cast needs a full hand and an attack, so the deck works best when the table is slow enough to let Cecily survive in combat.
