Blind Seer has one ability: {1}{U} makes a target spell or permanent the color of your choice until end of turn. On its own it does little, but it turns color-specific cards into flexible answers. Make an opponent's spell red and Hydroblast counters it, or change a creature's color so protection and color hosers suddenly apply. The rest of the deck is counterspells, card draw and artifacts.
Isochron Scepter with Hydroblast was the standout trick, letting the pilot recolor a spell and counter it repeatedly, including an opponent's commander twice. Commander's Plate also made Blind Seer a real threat, since mono-blue gets protection from every other color off it. Mind Over Matter and Wash Out appeared as defensive tools. The deck played a slow, controlling game and relied on a small number of interactions to swing the board rather than a fast kill.
